Önder is of counsel for Igniters’ banking, finance, cryptocurrency and fintech practice. He graduated from Ankara University Faculty of Law in 1999 and completed his legal traineeship at Ankara Bar Association in 2000. During his experience in the Turkish Banking Regulation and Supervision Agency (BRSA) as a banking expert and lawyer, he worked in the Department of Legal Affairs and the Department of Financial Consumer Relations (FCRD). He resigned from the Agency as a Chief Banking Expert in 2017 due to the relocation of BRSA from Ankara to İstanbul. During his duty in the BRSA, he was assigned as a Member of Macroprudential Measures, Chief Counsel within the BRSA FCRD Customer Orientation Monitoring Audit Legislation and Implementation Group, Chief Expert of Counsels of BRSA FCRD, President of Special Commission for Banking and Customer Secrecy of BRSA, General Coordinator of BRSA Criminal and Civil Lawsuits, Technical Spokesperson of Banking Law No. 5411 of Turkey at Turkish Grand National Assembly Plan and Budget Commission.
Moreover, he represented the BRSA in proceedings before the civil, criminal and administrative courts and coordinated important lawsuits in Turkish banking history such as T. İmarbankası T. A. Ş., Demirbank A.Ş., Kentbank A.Ş., Bayındırbank A.Ş., İhlas Finans Kurumu A.Ş, in addition to attending domestic and foreign sales agreements and legal due diligence studies, giving numerous opinions and acting as legal adviser on relevant secondary legislations on banking to various banks that were devolved on Saving Deposit and Insurance Fund such as Sümerbank, Demirbank Romanya and Romlease. After resigning from BRSA, he provided legal and technical consultancy to finance and fintech sector companies and entrepreneurs on every aspect of financial and fintech regulations such as incorporation of cryptocurrency exchanges, payment systems companies, and interpretation of legal feasibility of future financial and fintech projects.
Of supporting his practical experience and knowledge via academy by M.Sc., Ph.D., LL.M., J.S.D. degrees, Önder Perçin obtained M.Sc. and Ph.D. Degrees on Political Science and Public Administration from Public Administration Institute for Turkey and Middle East, an LL.M. degree from the UC Berkeley and a J.S.D. degree from Ankara University Social Science Institute (Ankara University Faculty of Law). He organized lectures and seminars for native and international students in graduate programs. In terms of his academic works, he mainly focuses on Economy Law. In this respect, he published numerous congress papers, articles and books regarding the responsibilities and practice fields of independent regulatory bodies such as BRSA and the Turkish Competition Authority and the interaction of these areas with law. In 2022 he initiated the establishment of Fintech Law Commission of Union of Turkish Bar Associations and was elected and appointed as the spokesman of the Commission.
